Apple Introduces M1 Chip-Powered iMac (techcrunch.com) 182

Apple has finally given the world a dramatic new iMac redesign, aimed at the company's long-standing goal of "making the computer disappear." From a report: Naturally, the latest version of the 24-inch all-in-one desktop is built around the company's new proprietary M1 chips. The screen sports a 4.5K Retina Display, coupled with a 1080p camera -- a first for the Mac line, and a sign the company is taking both audio and video more seriously as these products are serving as a kind of life line for the work from home crowd. True Tone is, naturally, on board for better color balance, and sound have been improved with six-speaker setup.

The new devices are significantly thinner -- with overall volume reduced by half, according to the company. The rear is also flat, instead of curved. All told, the company says it's up to 85% faster than the last model, coupled with a GPU that's up to twice as fast and 3x the machine learning. Around back are two Thunderbolt ports and a new magnetic power adapter that also delivers Ethernet. The system comes in seven colors. It starts at $1,299.

US Unveils Plan To Protect Power Grid From Foreign Hackers (bloomberg.com) 55

The White House unveiled on Tuesday a 100-day plan intended to protect the U.S. power grid from cyber-attacks, mainly by creating a stronger relationship between U.S. national security agencies and the mostly private utilities that run the electrical system. From a report: The plan is among the first big steps toward fulfilling the Biden administration's promise to urgently improve the country's cyber defenses. The nation's power system is both highly vulnerable to hacking and a target for nation-state adversaries looking to counter the U.S. advantage in conventional military and economic power. "The United States faces a well-documented and increasing cyber threat from malicious actors seeking to disrupt the electricity Americans rely on to power our homes and businesses," Secretary of Energy Jennifer Granholm said. Although the plan is billed as a 100-day sprint -- which includes a series of consultations between utilities and the government -- it will likely take years to fully implement, experts say. It will ask utilities to pay for and install technology to better detect hacks of the specialized computers that run the country's power systems, known as industrial control systems. The Edison Electric Institute, the trade group that represents all U.S. investor-owned electric companies, praised the White House plan and the Biden administration's focus on cybersecurity. "Given the sophisticated and constantly changing threats posed by adversaries, America's electric companies remain focused on securing the industrial control systems that operate the North American energy grid," said EEI president Tom Kuhn.

Microsoft Edge 'Performance Mode' Takes the Load Off Your CPU and RAM, Saves Battery (9to5google.com) 19

An anonymous reader quotes a report from 9to5Google: The latest addition coming to Microsoft Edge is "performance mode." Rolling out first to the Canary channel, "performance mode" in Microsoft Edge is designed to improve how the browser uses the resources available to it. In practice, Microsoft says the new mode will improve speed and responsiveness overall while "optimizing" the use of battery, CPU, and RAM. Apparently, the mode may adjust based on your browsing habits too. "Performance mode helps you optimize speed, responsiveness, memory, CPU and battery usage," says Microsoft. "Performance improvements might vary depending on your individual specifications and browser habits."

One specific change Microsoft notes is that the "Sleeping Tabs" feature in Edge will be locked to five minutes when performance mode is turned on. "Sleeping Tabs" essentially freezes a tab that's left open in the background, saving resources when it's not actively being used. Performance Mode is rolling out now in version 91.0.856.0, available in the Canary channel. The toggle is available in the "System" section of the settings menu.

NASA Successfully Flies Small Helicopter On Mars (bbc.com) 49

NASA's first attempt to fly its "Ingenuity" helicopter on Mars was a success, marking what the space agency says is the first powered, controlled flight by an aircraft on another world. The BBC reports: The space agency is promising more adventurous flights in the days ahead. Ingenuity will be commanded to fly higher and further as engineers seek to test the limits of the technology. The rotorcraft was carried to Mars in the belly of Nasa's Perseverance Rover, which touched down in Jezero Crater on the Red Planet in February.

The demonstration saw the Mars-copter rise to just over 3m, hover, swivel 96 degrees, hover some more, and then set down. In all, it managed almost 40 seconds of flight, from take-off to landing. Getting airborne on the Red Planet is not easy. The atmosphere is very thin, just 1% of the density here at Earth. This gives the blades on a rotorcraft very little to bite into to gain lift. There's help from the lower gravity at Mars, but still -- it takes a lot of work to get up off the ground. Ingenuity was therefore made extremely light and given the power (a peak power of 350 watts) to turn those blades extremely fast - at over 2,500 revolutions per minute for this particular flight. Control was autonomous. The distance to Mars - currently just under 300 million km -- means radio signals take minutes to traverse the intervening space. Flying by joystick is simply out of the question.

Ingenuity has two cameras onboard. A black-and-white camera that points down to the ground, which is used for navigation, and a high-resolution colour camera that looks out to the horizon. Sample navigation images sent back to Earth revealed the helicopter's shadow on the floor of the crater as it came back in to land. Satellites will send home more pictures of the flight over the next day. There was only sufficient bandwidth in the orbiters' first overflight to return a short snatch of video from Perseverance, which was watching and snapping away from a distance of 65m. Longer sequences should become available in due course.

Nvidia's CEO Predicts a Metaverse Will Transform Our World (time.com) 120

"Jensen Huang, the CEO of Nvidia, the nation's most valuable semiconductor company, with a stock price of $645 a share and a market cap of $400 billion, is out to create the metaverse," writes Time magazine.

Huang defines it as "a virtual world that is a digital twin of ours." Huang credits author Neal Stephenson's Snow Crash, filled with collectives of shared 3-D spaces and virtually enhanced physical spaces that are extensions of the Internet, for conjuring the metaverse. This is already playing out with the massively popular online games like Fortnite and Minecraft, where users create richly imagined virtual worlds. Now the concept is being put to work by Nvidia and others.

Partnering with Nvidia, BMW is using a virtual digital twin of a factory in Regensburg, Germany, to virtually plan new workflows before deploying the changes in real time in their physical factory. The metaverse, says Huang, "is where we will create the future" and transform how the world's biggest industries operate...

Not to make any value judgments about the importance of video games, but do you find it ironic that a company that has its roots in entertainment is now providing vitally important computing power for drug discovery, basic research and reinventing manufacturing?

No, not at all. It's actually the opposite. We always started as a computing company. It just turned out that our first killer app was video games...

How important is the advent and the adaptation of digital twins for manufacturing, business and society at large?

In the future, the digital world or the virtual world will be thousands of times bigger than the physical world. There will be a new New York City. There'll be a new Shanghai. Every single factory and every single building will have a digital twin that will simulate and track the physical version of it. Always. By doing so, engineers and software programmers could simulate new software that will ultimately run in the physical version of the car, the physical version of the robot, the physical version of the airport, the physical version of the building. All of the software that's going to be running in these physical things will be simulated in the digital twin first, and then it will be downloaded into the physical version. And as a result, the product keeps getting better at an exponential rate.

The second thing is, you're going to be able to go in and out of the two worlds through wormholes. We'll go into the virtual world using virtual reality, and the objects in the virtual world, in the digital world, will come into the physical world, using augmented reality. So what's going to happen is pieces of the digital world will be temporarily, or even semipermanently, augmenting our physical world. It's ultimately about the fusion of the virtual world and the physical world.

Power Plants Become Bitcoin-Mining Operations. Are There Alternatives? (nysfocus.com) 223

The New York Focus site writes: A decade ago, the bankrupt owner of the Greenidge power plant in Dresden, New York, sold the uncompetitive coal-fired relic for scrap and surrendered its operating permits. For the next seven years, the plant sat idle on the western shore of Seneca Lake, a monument to the apparent dead end reached by the state's fossil fuel infrastructure. But today, Greenidge is back up and running as a Bitcoin mining operation. The facility hums with energy-hungry computers that confirm and record Bitcoin transactions, drawing power from the plant's 106-megawatt generator now fueled by natural gas.

The mining activity is exceptionally profitable, thanks to an 800 percent rise in Bitcoin's price since last April. Seeking to ride the boom, the plant's new owners plan to quadruple the power used to process Bitcoin transactions by late next year. Environmental advocates view Greenidge's ambitions, if left unchecked, as an air emissions nightmare. And they fear that dozens of other retired or retiring fossil-fueled power plants across New York could follow Greenidge's example, gaining new life by repurposing as Bitcoin miners or other types of energy-intense data centers.

The New York Times recently touted an alternative to bitcoin mining: the "proof of stake" method, which "instead awards miners new blocks based on how much cryptocurrency they already own." The world's second-largest cryptocurrency by market capitalization, Ethereum, has said it is moving toward proof of stake (that switch is likely to take up to another year). Though some critics say Bitcoin will eventually need to follow, particularly if an environmental backlash grows, there are no current plans to do so and such a move is unpopular within the Bitcoin community.

"That reduces your emissions to almost nothing," said Joseph Pallant, Blockchain for Climate's founder and executive director. Cryptocurrency platforms like Tezos or Near Protocol already use proof of stake and have vastly lowered their energy use.

US House Committee Approves Blueprint For Big Tech Crackdown (reuters.com) 35

An anonymous reader quotes a report from The Associated Press: The U.S. House of Representatives Judiciary Committee formally approved a report accusing Big Tech companies of buying or crushing smaller firms, Representative David Cicilline's office said in a statement on Thursday. With the approval during a marathon, partisan hearing, the more than 400-page staff report will become an official committee report, and the blueprint for legislation to rein in the market power of the likes of Alphabet's Google, Apple, Amazon and Facebook. The report was approved by a 24-17 vote that split along party lines. The companies have denied any wrongdoing.

Suggested legislation in the report ranged from the aggressive, such as potentially barring companies like Amazon.com from operating the markets in which they also compete, to the less controversial, like increasing the budgets of the agencies that enforce antitrust law -- the Justice Department's Antitrust Division and the Federal Trade Commission. The report also urged Congress to allow antitrust enforcers more leeway in stopping companies from purchasing potential rivals, something that is now difficult.

Facebook Reaches 100% Renewable-Energy Milestone (cbsnews.com) 19

Facebook has reached a key environmental goal early: The social media company now purchases enough renewable energy to run all of its operations around the world, it announced this week. CBS News reports: Facebook joins a handful of tech companies that have committed to ambitious green energy goals, including Microsoft, Apple and Alphabet, the parent company of Google. Over the past few years, Facebook has cut its greenhouse gas emissions significantly. Since 2017, carbon emissions from the company's operations have fallen by 94%, surpassing its goals of reducing emissions by three-quarters, according to its sustainability report. Emissions were cut primarily by focusing on the massive data centers that power the servers running Facebook's services, as well as its office locations.

"Data centers for us are the primary sources of electricity consumption and the primary footprint we've been thinking about," said Urvi Parekh, the company's director of renewable energy. Cutting down emissions meant "making our data centers as efficient as possible and reducing the amount of electricity that's consumed" as well as purchasing enormous amounts of wind and solar power to run those centers. Last year, when most of its employees started working remotely, Facebook said it purchased enough clean energy to match the amount used by employees working at home. The company still emits some carbon from its construction activity and natural-gas use in some locations where it has no other energy options, Parekh said. Last year, that was the equivalent of 38,000 metric tons of carbon dioxide (or about as much carbon as is emitted from 8,900 cars driving for one year). Facebook is offsetting those emissions by investing in reforestation and other carbon-removal projects, Parekh said.
The company has set a new goal of reaching net-zero emissions across its entire supply chain by 2030.

Amazon Tried To Coerce Ecobee Into Collecting Private User Data, the WSJ Reports (theverge.com) 53

Amazon tried to use its power to coerce Ecobee into using its smart home products to collect user data by threatening Ecobee's ability to sell its products on Amazon, according to a report from The Wall Street Journal. The Verge reports: As of now, Ecobee's products can still be purchased on Amazon, but the WSJ claims that negotiations between Ecobee and Amazon are ongoing. According to the WSJ, the online retail giant asked Ecobee to share data from its Alexa-enabled smart thermostats, even when the customer wasn't actively using the voice assistant. Ecobee reportedly refused to have its devices constantly report back to Amazon about the state of the user's home, including data on which doors were locked or unlocked and the set temperature. The reasoning being that enabling its devices to report this data to Amazon would be a violation of its customer's trust.

Ecobee may have also been concerned that Amazon wanted the data to build competing products. The retail giant has a reputation for taking non-public sales data and using it to develop products -- something that's come up in antitrust investigations in the US and EU. Amazon has also been accused of using this sales data to directly copy and compete with other companies using its Amazon Basics brand.

California To Hunt Greenhouse Gas Leaks and Superemitters With Monitoring Satellites (sciencemag.org) 101

California and its partners are set to launch by 2023 two satellites to spot and monitor plumes of planet-warming carbon dioxide (CO2) and methane. "If all goes right, dozens more could follow," reports Science Magazine. From the report: The $100 million Carbon Mapper project, announced today and financed by private philanthropists including Michael Bloomberg, will advance efforts to track concentrated emissions of greenhouse gases, which rise from fossil fuel power plants, leaky pipelines, and abandoned wells. Previous satellites have lacked the resolution and focus to monitor point sources rigorously. [...] The satellites will be built and managed by Planet, a California company that already operates a constellation of Earth-imaging satellites. The spacecraft will rely on "hyperspectral" imaging spectrometers developed by NASA's Jet Propulsion Laboratory (JPL). Rather than gathering light in just a few discrete wavelength channels, like the human eye, these spectrometers capture reflected sunlight and subdivide it into more than 400 wavelength channels across the visible and into the infrared. The intensity of light across these channels can be tied to specific chemistries and reflect the abundances of certain gases in the air molecules below.

The satellites won't just measure gases in the air; they will also detect chemical signatures on the ground. By measuring the intensity of green chlorophyll or detecting the signatures for excess salts or fungus, for example, researchers will be able to evaluate the health of crops and forests. They can prospect for minerals in remote regions. They can map and identify different coral and algae species, and they can track dust and soot. Even snow and ice pops out in these sensors, says Robert Green, a remote-sensing scientist at JPL. "Snow is one of the most colorful materials on Earth if you look beyond visible light."

The first two Carbon Mapper satellites will each be roughly the size of a washing machine, weighing up to 200 kilograms. They will provide imagery with a resolution of 30 meters but won't offer global coverage at first. Instead, they will target regions known to host superemitters, like power plants, oil and gas drilling, or livestock operations. The regions will be revisited every few weeks to start. All emission data, calculated from the plume intensity and length, will be made publicly available -- in the hopes that governments and businesses will do more to staunch leaks and tamp down discharges. [...] Should Carbon Mapper's first two satellites prove successful, Planet envisions building a commercial constellation of similar satellites that would revisit every spot on the planet once a day, and selling those data to regulators and companies.

"The operating system is known for its stable code, native ZFS support, and use of the more liberal BSD licenses." Phoronix highlights some of the major new improvements: FreeBSD 13.0 delivers on performance improvements (particularly for Intel CPUs we've seen in benchmarks thanks to hardware P-States), upgrading to LLVM Clang 11 as the default compiler toolchain, POWER 64-bit support improvements, a wide variety of networking improvements, 64-bit ARM (AArch64) now being a tier-one architecture alongside x86_64, EFI boot improvements, AES-NI is now included by default for generic kernel builds, the default CPU support for i386 is bumped to i686 from i486, and a variety of other hardware support improvements. Various obsolete GNU tools have been removed like an old version of GNU Debugger used for crashinfo, obsolete GCC 4.2.1 and Binutils 2.17 were dropped from the main tree, and also switching to a BSD version of grep. The Looming Software Kill-Switch Lurking In Aging PlayStation Hardware (arstechnica.com) 97

An anonymous reader quotes a report from Ars Technica: Unless something changes, an issue lurking in older PlayStations' internal timing systems threatens to eventually make every PS4 game and all downloaded PS3 games unplayable on current hardware. Right now, it's not a matter of if but when this problem will occur. [...] The root of the coming issue has to do with the CMOS battery inside every PS3 and PS4, which the systems use to keep track of the current time (even when they're unplugged). If that battery dies or is removed for any reason, it raises an internal flag in the system's firmware indicating the clock may be out of sync with reality. After that flag is raised, the system in question has to check in with PSN the next time it needs to confirm the correct time. On the PS3, this online check happens when you play a game downloaded from the PlayStation Store. On the PS4, this also happens when you try to play retail games installed from a disc. This check has to be performed at least once even if the CMOS battery is replaced with a fresh one so the system can reconfirm clock consistency.

Why does the PlayStation firmware care so much about having the correct time? On the PS3, the timer check is used to enforce any "time limits" that might have been placed on your digital purchase (as confirmed by the error message: "This content has a time limit. To perform this operation go to settings date and time settings set via internet"). That check seems to be required even for downloads that don't have any actual set expiration date, adding a de facto one-time online check-in requirement for systems after their internal batteries fail. On the PS4, though, the timing check is apparently intended to make sure PSN trophy data is registered accurately and to prevent players from pretending to get trophies earlier than they actually had. You'd think this check could be segregated from the ability to load the non-trophy portions of the game, but player testing has shown that this seems to be a requirement to get PS4 games to load at all.
Last month, Sony shut down PlayStation Store access for the PlayStation 3, PlayStation Vita, and PlayStation Portable. Sony will eventually shut off the PSN servers that power the timing check for hardware it no longer considers important. "After that, it's only a matter of time before failing CMOS batteries slowly reduce all PS3 and PS4 hardware to semi-functional curios," adds Ars.

Sony could release a firmware update that limits the system functions tied to this timing check, but Sony hasn't publicly indicated it has any such plans.

Japan Scraps Mascot Promoting Fukushima Wastewater Dump (theguardian.com) 66

The Japanese government has been forced to quickly retire an animated character it had hoped would win support for its decision this week to release more than 1m tonnes of contaminated water from the Fukushima Daiichi nuclear power plant into the sea. From a report: Although the water will be treated before being discharged, it will still contain tritium, a radioactive hydrogen isotope represented on a government website by a cute fish-like creature with rosy cheeks. The character's appearance in an online flyer and video on the reconstruction agency's website angered Fukushima residents. "It seems the government's desire to release the water into the sea takes priority over everything," Katsuo Watanabe, an 82-year-old Fukushima fisher, told the Kyodo news agency. "The gap between the gravity of the problems we face and the levity of the character is huge."

Riken Komatsu, a local writer, tweeted: "If the government thinks it can get the general public to understand just by creating a cute character, it is making a mockery of risk communication." Social media users named the character Tritium-kun -- or Little Mr Tritium -- an apparent reference to Pluto-kun, who appeared in the mid-1990s to soften the image of plutonium on behalf of Japan's nuclear industry. The reconstruction agency, which oversees recovery efforts in the region destroyed by the March 2011 earthquake, tsunami and nuclear meltdown, removed the promotional material on Wednesday, a day after it first appeared. Experts say tritium is harmful to humans only in large doses, and that with dilution the treated water poses no scientifically detectable risk.

Facebook Hits Renewable Energy Goal Ahead of Earth Day (cnet.com) 24

Facebook said Thursday that since 2020, all its operations have been fully supported by renewable energy, hitting a goal the social media giant set in 2018 to combat climate change. From a report: The social network made the announcement ahead of Earth Day, an annual event on April 22 that focuses on environmental protection. The milestone shows what tech firms are doing to offset the harmful impacts they have on the environment as they make new devices and power data centers amid a growing appetite for tech products. For years, environmental groups such as Greenpeace have been putting increasing pressure on businesses like Facebook to become more eco-friendly.

Facebook also said its operations reached "net zero emissions," which the company says means "removing the same amount of greenhouse gas emissions from the atmosphere as we emit." These emissions contribute to some pollution and a warmer climate, according to the US Environmental Protection Agency. The social network said in the last three years, it cut down on its greenhouse gas emissions by 94%, surpassing its 75% reduction goal. Some of the emissions Facebook reduced came from its data centers, offices and other buildings the company leases.

How the FBI Managed To Get Into the San Bernardino Shooter's iPhone (theverge.com) 94

A new report from The Washington Post reveals how the FBI gained access to an iPhone linked to the 2015 San Bernardino shooting. Apple refused to build a backdoor into the phone, citing the potential to undermine the security of hundreds of millions of Apple users, which kicked off a legal battle that only ended after the FBI successfully hacked the phone. Thanks to the Washington Post's report, we now know the methods the FBI used to get into the iPhone. Mitchell Clark summarizes the key findings via The Verge: The phone at the center of the fight was seized after its owner, Syed Rizwan Farook, perpetrated an attack that killed 14 people. The FBI attempted to get into the phone but was unable to due to the iOS 9 feature that would erase the phone after a certain number of failed password attempts. Apple attempted to help the FBI in other ways but refused to build a passcode bypass system for the bureau, saying that such a backdoor would permanently decrease the security of its phones. After the FBI announced that it had gained access to the phone, there were concerns that Apple's security could have been deeply compromised. But according to The Washington Post, the exploit was simple: [An Australian security firm called Azimuth Security] basically found a way to guess the passcode as many times as it wanted without erasing the phone, allowing the bureau to get into the phone in a matter of hours.

The technical details of how the auto-erase feature was bypassed are fascinating. The actual hacking was reportedly done by two Azimuth employees who gained access to the phone by exploiting a vulnerability in an upstream software module written by Mozilla. That code was reportedly used by Apple in iPhones to enable the use of accessories with the Lightning port. Once the hackers gained initial access, they were able to chain together two more exploits, which gave them full control over the main processor, allowing them to run their own code. After they had this power, they were able to write and test software that guessed every passcode combination, ignoring any other systems that would lock out or erase the phone. The exploit chain, from Lightning port to processor control, was named Condor. As with many exploits, though, it didn't last long. Mozilla reportedly fixed the Lightning port exploit a month or two later as part of a standard update, which was then adopted by the companies using the code, including Apple.

Israel May Have Destroyed Iranian Centrifuges Simply by Cutting Power (theintercept.com) 130

An anonymous reader shares a report: The explosion and blackout at the Natanz nuclear facility in Iran over the weekend raised the specter of past sabotage -- including the Stuxnet cyberattack that took out some of Natanz's centrifuges between 2007 and 2010 as well as an explosion and fire that occurred there last July -- destroying about three-fourths of a newly opened plant for the assembly of centrifuges. Government officials and news reports gave conflicting accounts of what caused the latest blasts, the extent of damage, and Iran's capacity to quickly recover. Initial reports said there was no harm to the Natanz facility, but Iranian officials later acknowledged damage to its centrifuges.

And while media accounts have suggested saboteurs focused on taking out the facility's electric supply, David Albright, founder and president of the Institute for Science and International Security in Washington, D.C., believes the aim was to destroy centrifuges. Power is easy to restore even when electrical equipment is damaged, allowing enrichment work to quickly resume. But an abrupt blackout that also takes out backup power would have destroyed some centrifuges, Albright says, since they need to be powered down slowly. Failure to do so leads to vibrations that can cause centrifuge rotors and bellows to become damaged and in some cases disintegrate, which is what Albright suspects occurred.

Biden Rushes To Protect the Power Grid as Hacking Threats Grow (bloomberg.com) 109

A White House plan to rapidly shore up the security of the U.S. power grid will begin with a 100-day sprint, but take years more to transform utilities' ability to fight off hackers, Bloomberg reported Wednesday, citing a draft version of the plan confirmed by two people. From the report: The plan is the policy equivalent of a high-wire act: it provides incentives for electric companies to dramatically change the way they protect themselves against cyber-attacks while trying to avoid political tripwires that have stalled previous efforts, the details suggest. Among its core tenets, the Biden administration's so-called "action plan" will incentivize power utilities to install sophisticated new monitoring equipment to more quickly detect hackers, and to share that information widely with the U.S. government. It will ask utilities to identify critical sites which, if attacked, could have an outsized impact across the grid, according to a six-page draft of the plan, which was drawn up by the National Security Council and described in detail to Bloomberg News. And it will expand a partially classified Energy Department program to identify flaws in grid components that could be exploited by the country's cyber-adversaries, including Russia, Iran and China.

Japan To Start Releasing Fukushima Water Into Sea In 2 Years (apnews.com) 161

According to the Associated Press, Japan's government decided it will start releasing treated radioactive water accumulated at the crippled Fukushima nuclear plant into the Pacific Ocean in two years. From the report: Under the basic plan adopted Tuesday by the ministers, Tokyo Electric Power Company Holdings, also known as TEPCO, will start releasing the water in about two years after building a facility and compiling release plans adhering to safety requirements. It said the disposal of the water cannot be postponed further and is necessary to improve the environment surrounding the plant so residents can live there safely. TEPCO says its water storage capacity of 1.37 million tons will be full around fall of 2022. Also, the area now filled with storage tanks will have to be freed up for building new facilities needed for removing melted fuel debris from inside the reactors and for other decommissioning work that's expected to start in coming years.

In the decade since the tsunami disaster, water meant to cool the nuclear material has constantly escaped from the damaged primary containment vessels into the basements of the reactor buildings. To make up for the loss, more water has been pumped into the reactors to continue to cool the melted fuel. Water is also pumped out and treated, part of which is recycled as cooling water, and the remainder stored in 1,020 tanks now holding 1.25 million tons of radioactive water. Those tanks that occupy a large space at the plant interfere with the safe and steady progress of the decommissioning, Economy and Industry Minister Hiroshi Kajiyama said. The tanks also could be damaged and leak in case of another powerful earthquake or tsunami, the report said.

Releasing the water to the ocean was described as the most realistic method by a government panel that for nearly seven years had discussed how to dispose of the water. The report it prepared last year mentioned evaporation as a less desirable option. About 70% of the water in the tanks is contaminated beyond discharge limits but will be filtered again and diluted with seawater before it is released, the report says. According to a preliminary estimate, gradual releases of water will take more than 30 years but will be completed before the plant is fully decommissioned. Japan will abide by international rules for a release, obtain support from the International Atomic Energy Agency and others, and ensure disclosure of data and transparency to gain understanding of the international community, the report said.
China blasted the Japanese government for being "extremely irresponsible," and warned that it might take action. "The Japanese side has yet to exhaust all avenues of measures, disregarded domestic and external opposition, has decided to unilaterally release the Fukushima plant's nuclear waste water without full consultation with its neighboring countries and the international community," the foreign ministry statement said. "This action is extremely irresponsible and will pose serious harm to the health and safety of the people in neighboring countries and the international community."

South Korea also isn't happy with Japan's decision. "The government expresses strong regret over the Japanese government's decision to release contaminated water from the Fukushima nuclear plant into the ocean," said Koo Yoon-cheol, head of South Korea's Office for Government Policy Coordination.
